2012 Pleasant Hill Tournament Entry Form
Welcome to the PHBA annual Boys Invitational Tournament. Included in this packet are the pools, game schedules, tournament rules, a roster sheet, directions to the various fields, and a list of field marshals with cell phone numbers. The tournament is pool-play and your team is guaranteed three (3) games. The enclosed tournament rules will apply to tournament play in this division. If a rule is not covered in these rules, then the PONY Baseball Tournament Rules will be used and all other basic baseball rules will be covered by the Official Rules of Baseball.
A coin-flip 15 minutes prior to each game will determine home team. The team that has traveled the furthest distance will call the coin flip. The Home team will keep the official score book. The score books will be available at each field. There will be an official game score sheet filled out and signed by each team’s manager following each game that will include the official record of players that pitched in the game and the number of innings pitched. Each manager is responsible for having this score sheet completed by a team volunteer. Once a pitcher throws a pitch in a game, that player will be charged with an inning pitched. Pitching rules will be strictly enforced.
You are reminded that you need to have birth certificates for every player on your tournament roster as well as proof of insurance. These will need to be presented and checked during registration by a tournament official at least ONE HOUR PRIOR TO THE START OF YOUR FIRST GAME. The registration area will be at the PHBA Complex at Pleasant Oaks fields located at; 1 Santa Barbara Way, Pleasant Hill, CA 94523. Any team/player without the necessary forms will be ineligible for the tournament. No refunds will be given for failure to meet these requirements and being removed from the tournament.
Please remember that these baseball games are played for the enjoyment and growth of our children. Alcohol is prohibited at any of the fields. Smoking is also prohibited on all school property. Personal B-B-Q’s are also prohibited at any tournament field, park or surrounding area. No pets please. Please respect the opinions and calls of the umpires and do not use abusive or foul language toward umpires, coaches or players. Anyone using abusive or foul language may be asked to leave the field, and if such conduct continues, the offending team may be subject to forfeiture of the game. Lastly, please take the time to clean up your dugout area after your games. Best of luck to your team and thanks for participating!

8U RULES
Coin toss determines home and visitor- Home team gets choice of dugout
EH (Extra Hitter) is allowed in the tournament
PONY Baseball Tournament pitching and playing rules are here to clarify any questions prior to arriving at the tournament. Bases are at 50’ and pitching is at 38’.
1. Pitchers are allowed to pitch in no more than three (3) innings in one (1) calendar day and no more than two (2) innings in one game.
2. A pitcher is allowed to pitch in no more than eight (8) innings total in the tournament.
3. If a pitcher pitches in three (3) innings in one (1) calendar day, he must have 40 hours of rest before he can pitch again. The 40-hour rest rule is computed from the scheduled starting time of the game in which the pitching occurred. After throwing one pitch to a batter, the pitcher shall be considered as having pitched in one inning.
4. Neither a starting pitcher withdrawn from the lineup, nor a pitcher who is withdrawn from the mound but who stays in the game at another position, shall be permitted to pitch again in the same game.
4.1 Any player in the starting line-up who has been removed for a substitute may re-enter the game one time.
4.2 Players shall return to the line-up in their original place in the batting order. While more than one substitute may be used in that position before the starting player is returned, no substitutions shall be made that shall alter the original batting rotation of any of the starting or substitute players.
4.3 Once removed from the line-up, a pitcher may return to the line-up but shall not pitch again in the same game.
5. The 10-run rule is in effect after 4 innings. The 5-run per ½ inning is in effect except in the sixth inning.
6. Protests: The tournament decisions committee shall accept any protest of an umpire’s decision, other than those based on an umpire’s judgment. It shall immediately consider the protest in conference with the umpires and managers and then render a decision before play is resumed. Such decisions shall be arrived at by the members of the committee only, based upon information received from the umpires and managers, and the committee’s own observation of the play or situation in question.
7. Nine (9) players play on the field. A team failing to field at least nine (9) uniformed players within 15 minutes after scheduled starting time of a game, or at any time during the game, shall forfeit the game.
8. Two hour time limit will apply to all games except Semi-Final and Championship games. No new inning will begin after two hours.
9. Stealing: there is no leading off; runner must remain in contact with the base until the ball crosses home plate; PENALTY - runner is called out. On a walk, the ball becomes dead until put back in play by the umpire. There is no stealing home; if the runner on third attempts to taunt a throw from the catcher, it will be deemed an attempt to steal home. If there is an attempt to steal home and the runner is safe, he will be sent back to third; and if the runner is called out, the out will stand. Scoring from third can only be done by a batted ball; a bases loaded walk or hit batter, or continuation of play on a batted ball.
10. There is no bunting.
11. The infield fly rule is NOT in effect.
12. There is no dropped third strike.
13. There will be no balks but the pitcher may be instructed by umpire if his delivery is deceptive.
14. Batting entire lineup. A manager may opt to bat all of his batting order in order to play more kids, if the manager decides to do this he will inform both the scorekeeper and the other manager prior to the game. Once the manager opts to use this batting order/free substitution rule, he cannot change his mind at any time during a game. The team can then play free substitution, where players can be moved into defensive positions at will. The pitching position must be changed with the scorekeeper and a player may not re- enter to the mound at any time. Once a pitcher is removed as a pitcher, he cannot return to
pitch. If a player is injured, becomes ill, or is ejected while a team is hitting a complete order, there will be no penalty for losing that batter in the order. However, if the batting order fails to compete with 9 players, the game is then ended with forfeiture.
Attention
You must have a complete tournament package at the required check in no later than one hour before your first game. All teams check in at the tournament headquarters located at the Pleasant Oaks Park fields. It is required that you bring copies of all documents; FINAL roster (this is the roster you must adhere to for the tournament), insurance certificate, a COMPLETED registration form and copies of players birth certificates. A tournament coordinator will ask you for each of these items. PHBA will hold all copies except birth certificates. Team manager/coach will keep these but you MUST have them present at every tournament game you play in case they are requested. PHBA suggests you bring all of these documents with you even you have supplied them to PHBA previously. We are not responsible to have any documents available that you have previously supplied. It is the responsibility of each team to have all of the required documents at check in.

Directions to College Park/Valley View Fields:
For MapQuest purposes use 330 Civic Dr, Pleasant Hill 94523
From Sacramento, on 680, take Willow Pass Road Exit. When you come off the freeway, make a right (Sun Valley Mall will be on your right). Proceed up Willow Pass Road. After crossing Contra Costa Boulevard the street becomes Taylor Boulevard. Continue up Taylor to Civic Drive (1/4 mile) and turn right on Civic. Follow this road to the right in behind the police station. The fields are up above the parking lot behind the police station. Do not park in the lot designated for the YMCA. College Park field on the left and Valley View field on the right.
From San Jose, on 680, follow the above directions.
Directions to Pleasant Hill Middle School/Pleasant Oaks Fields/PHBA Sports Complex:
For MapQuest purposes use 1 Santa Barbara Rd, Pleasant Hill, 94523
From Sacramento, on 680, take Monument Boulevard Exit. Come off the freeway and make a right onto Monument. Proceed to the stoplight which will be Contra Costa Boulevard. Make a left on Contra Costa Boulevard, stay in the two right lanes which will take you onto North Main. Continue up North Main to Oak Park Boulevard. Make a right and proceed to the second stop light. You will make a right onto the road at the second stop light (no street sign). The library is on the corner, so if you pass the library you’ve gone too far. Continue to the fields. Pleasant Oaks is on the left and Pleasant Hill Middle School is on the right.
From San Jose, on 680, take the Geary/Treat Exit. Come off the freeway and make a left onto Geary. Proceed to the first stop light which will be North Main. Make a right onto North Main and proceed to Oak Park Boulevard. Make a left onto Oak Park Boulevard and proceed to the second stop light. You will make a right onto the road at the second stop light (no street sign). The library is on the corner, so if you pass the library you’ve gone too far. Continue to the fields. Pleasant Oaks is on the left and Pleasant Hill Middle School is on the right.
